William CashWilliam Cash started his career with the Sheriff’s Office in 1979.  His 32 year tenure includes supervisory and managerial positions and twelve years of command experience.  Prior to accepting the appointment of Chief Deputy, he was a bureau director overseeing the day-to-day operations of many sections within the Bureau of Professional Standards and Integrity.

Chief Cash has attended numerous specialized schools and training programs including: Character First, Law Enforcement Ethics in the 21st Century, Scientific Content Analysis, Instructor Development, Sexual Harassment Investigations, Crisis Negotiations Training, Advanced Hostage Negotiations, Child Sexual Abuse, DEA Law Enforcement Investigations, Motor Vehicle Traffic Accident Investigations, Labor Relations, Discipline and Termination, Cognitive Interview School, Advanced Leadership and Management Training.  As a director, he has provided guidance regarding specific content for employee and supervisory training sessions and continues to actively provide instruction.

Chief Cash graduated from Frayser High School in 1974.  In 2009 he graduated summa cum laude from the University of Memphis with a major in Law Enforcement Administration.  In 2007, he also graduated from the University of Louisville Kentucky Southern Police Institute. A rigorous program that is consistently ranked among the top law enforcement educational and training schools in the nation.

The Chief is a member of the National Sheriff’s Association (NSA), Tennessee Sheriff’s Association (TSA), the International Association of Drug Enforcement Officers, the Fraternal Order of Police (FOP) and the Metropolitan Memphis Association of Chiefs of Police.

Community activities include Human Society membership, volunteer work or the Commission of Mission and Exploited Children, working the Sheriff’s Office Explorer Scout Program and active membership in Christ United Methodist Church.

Chief Cash and his wife, Elizabeth, reside in Germantown and together have four children, ages 20, 19, 17 and 16.

Chuck Fox was appointed as the Chief Administrative Officer (CAO) for the Shelby County Sheriff’s Office on September 16, 2010.

Mr. Fox retired from the Memphis Police Department as Finance Administrator on September 15, 2010 where he was responsible for the Payroll, Budget, Finance and Purchasing functions.  He has a combined 19 years of prior experience in the Criminal Justice System and over 26 years of experience in finance and administrative work.

He is a graduate of Fordham University with a BA in English and also attended the University of Memphis majoring in Guidance and Counseling.

Fox and his wife Mary are active members of Sacred Heart Catholic Church where he is an RCIA teacher. His community involvement includes serving as the Treasurer of the Vollintine-Evergreen Community Association (VECA) and Chairman of the Housing/Apartment Committee.

Fox and Mary were married in 1977 and have two children.

Robert Moore was born and educated in Memphis, TN. Robert Moore began his pursuit of a career in corrections at Shelby State in 1982 majoring in Criminal Justice. Robert Moore began employment with the Shelby County Divisions of Corrections where he moved from the ranks of Officer to Captain between the years of 1984 until 1998.  He received his first appointed position of Operational Manager in 1997.  In 1999 he received another appointment to the position of Chief of Security also at the Shelby County Divisions of Corrections.  Continuing to climb the preverbal ladder, Robert Moore was appointed Administrator of Operations in 2001. In late 2001, after the election of the new Sheriff, he was appointed to Chief of Security of Shelby County Jail Operations. In October 2010, he was appointed to Jail Director by Sheriff Bill Oldham. Robert Moore has a total of 25 years of service.

He has been married for 45 years, with 4 children. Robert Moore is a strong community activist who works with the youth football and basketball teams, neighborhood watch and acts as Chairman of the Board of Deacons.   

Assistant Chief of Uniform Patrol Floyd Bonner was appointed into his current position on October 1, 2010.  He is responsible for overseeing operations of the Patrol Division and Patrol Support Services.  There are approximately 500 officers and volunteers working under his leadership.

Chief Bonner began his professional career at the Shelby County Correctional Center in 1980 as a correctional officer.  Approximately two months later, he became a deputy sheriff with the Shelby County Sheriff’s Office in the Jail Division.  He was transferred from the Jail Division to Patrol Division where he worked four years.  From 1988 to 1993, he was assigned to the Narcotics Division where he worked as an undercover narcotics officer to eradicate the sale and use of unlawful drugs.  His work ethic was greatly recognized and in 1994 when he was promoted to the rank of sergeant.  His duties included supervising a search warrant unit and a team of undercover officers.

In 1988, he was promoted to the rank of Lieutenant and was transferred to the Internal Affairs Bureau (IAB).  In IAB, he served as Lieutenant/Assistant Commander.  During his assignment, he was promoted to the rank of Captain in 2001. As Captain in IAB, his career achievement included working as the Commander and assisting in the planning of the Early Warning System implemented several years later.  After serving three years as Commander of IAB, he was then transferred to the Narcotics Division where he served as Commander from 2003 until 2005.

In 2005, he was transferred to Patrol/Patrol Support Services and served as Captain/Assistant Commander.  He was responsible for the day-to-day operations of five enforcement divisions, served as liaison with law enforcement agencies, local municipalities and other organizations.  Additional duties included monitoring the Governor’s Highway Safety grants.  Bonner’s realm of responsibilities increased when he became Commander of Patrol Support Services.  In 2008, he was promoted to the rank of Inspector while remaining Commander in Patrol Support Services.

He is a lifelong resident of Memphis and Shelby County.  Bonner graduated from Hillcrest High School and attended Jackson State Community College where he received an Associate degree in Psychology.  He completed his undergraduate studies at the University of Memphis with a Bachelor’s degree in Criminal Justice.

He has been married to his wife, Audrey, for 28 years and is the father of two sons, Floyd, III and Elliott.  As members of Oak Springs Baptist Church, he and his family continue to strengthen their spiritual foundation.  He coached football through Shelby Youth Sports from 1996 to 2002 and worked to develop team building skills for youth in a structured environment.  Since 2005, he has served as a volunteer through the MLG&W Project MAX Program assisting in building wheelchair ramps for the elderly and low income citizens.

Larry R. Young is a life long Memphian.   He graduated from White Station High School and attend Memphis State University working towards a Law Enforcement Administration Degree from 1971-1974.  Larry joined the Memphis Police Department in 1973 where he worked and commanded many different divisions while rising to the rank of Executive Major before retiring in 2002.  His career included working, supervising and commanding in the East, West, North and Southeast Precincts, in Research and Development, Community Oriented Action Unit (COACT), as Special Events Commander, Special Traffic Investigations, Auto Theft, Felony Response, General Investigations Division and as Duty Chief for the entire city.  

In 2002, Larry was appointed as Chief Inspector for the Shelby County Sheriff’s Office.  His assignments included commanding the Uniform Patrol Division, School Resource Officers, Crime Prevention, Traffic Investigations, Metro DUI, Motors, Reserves, Emergency Services and Special Services Divisions.  In 2005, he was promoted to Assistant Chief and was assigned to the Civil and Levy Divisions, Criminal Courts, Criminal General Sessions Courts and the Civil Courts Divisions until present.  Larry was appointed Acting Chief Deputy in 2010 while Chief Deputy Bill Oldham took leave to run for office. Larry is the current Secretary /  Treasurer for the Memphis Metropolitan Association for Chiefs of  Police and is a member of the National and Tennessee Sheriff’s Associations. 

Larry and his wife Peggy have been married since 1974 and have two children and three grandchildren.

Mark Dunbar was appointed as the Chief over Special Operations/ Investigations for the Shelby County Sheriff’s Office on October 1, 2010.

Chief Dunbar is a native of Millington, TN in north Shelby County.  He graduated from Briarcrest High, Memphis, TN in 1978.  Chief Dunbar attended Memphis State University and is a 1982 graduate of University of Tennessee with a Bachelor of Science degree in Criminal Justice. He began his law enforcement career with the Millington Police Department (1983-1985) and moved over to the Shelby County Sheriff’s Office in 1985.

He has worked his way through the ranks in a variety of assignments including Patrol, Fugitive, Narcotics, B.R.A.T.S. (Burglary, Robbery & Auto Thefts), the Metro Gang Unit and the Courts Division.

Assistant Chief Dunbar has served as the Commander of the Metro Gang Unit, Courts/Civil Division, Uniform Patrol and Special Operations (Narcotics, Gang Unit, Street Crimes, Bomb Unit, SWAT, K-9 Unite and Homeland Security) before his appointment to Assistant Chief Deputy.  His current assignment also includes command over all of Special Operations plus the General Investigative Bureau and Fugitive Division.
